Today Open Research Europe launches its new phase, debuting a new publishing platform and opening to submissions from researchers in the 11 countries covered by ORE’s funders. This evolution provides more than 2,5 million researchers with an open access platform built for transparency and rapid dissemination, offering full editorial services while ensuring no fees for authors or readers.
Increased opportunities for researchers in Europe
Thanks to expanded eligibility criteria, researchers affiliated with an institution based in Austria, France, Germany, Italy, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden, and Switzerland can now submit their research to ORE without publication fees, regardless of whether the research is supported by a national or European grant. All published outputs are openly accessible to readers, supporting equitable access to knowledge and the reuse and further development of research.
A platform built for openness
ORE accepts a wide range of research outputs across scientific disciplines, including research and method articles, study protocols, data notes, open letters, replication studies, negative findings and confirmatory results. The variety of accepted submission types makes it possible to publish throughout the lifecycle of a research project, making more of the research process visible.
The platform uses the Publish, Review, Curate model. Articles undergo rigorous prepublication checks before being typeset and published with a DOI, which enables immediate viewing and citation. Submissions are then sent for expert, open peer review. Review reports and reviewer names are made public providing transparency, constructive scientific discussion, and recognition for the important contribution made by reviewers.
ORE’s new platform is built on Open Journal Systems (OJS), a free, open-source software for the management of peer-reviewed scholarly publishing, managed by the Public Knowledge Project. All new OJS features developed specifically for ORE will be made freely available to the 58,000 journals using the software worldwide, transferring value to the wider scholarly publishing community.
For those already familiar with ORE, the way a manuscript is treated has not change, nor has the publication process. All historically published publications and their peer reviews remain available, to be read, cited, and shared. DOIs and citation information from previously published articles remain the same to ensure continuity for the community.
A strengthened commitment to open science and European infrastructure
ORE was launched by the European Commission in 2021 to provide researchers funded through EU programmes with a no-fee open access publishing venue. In its first five years, the platform published more than 1,500 articles co-authored by more than 7,800 authors from over 4,000 institutions worldwide.
The platform is now hosted and operated by CERN, the European Organization for Nuclear Research, while its strategic direction is overseen collectively by 17 research funding and performing organisations who fund the platform. For the period 2026 to 2030, a budget of over €16 million has been allocated, co-funded 60% by the European Commission and 40% by the other funding organisations.
“ORE is built on a vision shared by its funders: scholarly communication should be open, equitable, and shaped by the research community itself. This is a collective effort to build a more transparent, sustainable publishing system that serves the research community and society as a whole. We look forward to welcoming new content, authors, and reviewers as the platform grows and we encourage the community to embrace ORE’s open model for the good of the research endeavour, ” explains Karla Anaya-Carlsson, Chair of the ORE Funders’ Group
Established as a collectively governed, non-profit publishing service, ORE’s new phase opens the door to broader participation across Europe and strengthens the foundations for a publishing service shaped by the needs of the research community.
