Abstract

Achieving the ambitions of the European Green Deal requires overcoming longstanding fragmentation in the policy frameworks that govern peatlands. The EU LIFE Multi Peat project introduces the European Peatland Policy Portal as a novel policy dataset and toolkit to support analysis and evidence-based policy development in this disjointed landscape of peatland policy. The portal presents the first comprehensive European Peatland Policy Dataset, with over 500 peatland-affecting policies catalogued across 28 countries and 22 languages, spanning the United Nations, European Union, national, and sub-national levels. Alongside the unified, multilingual policy catalogue, the portal introduces an interactive mapping tool designed to support spatial policy analysis, as well as a retrieval-augmented generation (RAG)-based question-answering tool that allows users to query the full policy dataset with the power of machine learning. With multilingual comprehension, the RAG tool enables users to interface with policies which would otherwise sit behind a language barrier. In its drive to support systematic policy examination and analysis across countries, governance levels, domains, and languages, the portal aims to bridge efficiency gaps and aid the coordination of European peatland governance. While the portal proposes these tools for peatland policy specifically, the authors argue that the framework is transferable to other land use policy domains that face complex regulatory environments.

Amendment

The Peatland Policy Dataset and its mentions and analyses have been updated to reflect its new composition, as it has increased to over 500 policies at the time of writing.

Figures 3 and 4 were updated to reflect the updated policy dataset and Figures 5-10 were updated to reflect the design changes to the portal website.

Additional documentation has been added to the European PPP Dataset section concerning the acquisition of policies, namely: constraints of the project on methodology, a table of inclusion and exclusion criteria, a table of worked edge cases, and a comparative coverage analysis of the portal and Overton (additionally a paragraph on Overton has been added to the Related Work section).

Additional documentation has been added to the RAG Question-Answering Tool section, including: information on the system architecture, a quantitative evaluation of the system via the RAGAS framework, and a quantitative comparison of the RAG tool against a non-RAG LLM. Additional references have been added as well as footnotes.

Phrasing throughout the paper concerning the efficacy of tools has been updated so that design intentions are not represented as demonstrated outcomes.

Conclusions about peatland policy drawn from the Policy Collection have been removed to instead analyse the composition of the collection as constructed.

In the Policy Map section, shortcomings of the peatland polygons and policy polygons have been articulated.

In the second sentence, the calculated values of EU peatland coverage have been replaced with the verbatim European region values from the source.

A new version of The European Peatland Policy Dataset (Version july2026) was added.

A new version of the RAG Evaluation (Quantitative Evaluations of the PPP RAG Tool (Version v3)) Dataset was added.

A new supplementary dataset was added: Partner and Stakeholder Contributions to the PPP's Peatland Policy Collection.
