Across Europe research funding and performing organisations have joined forces to transform ORE into a collectively funded publishing service. In its new phase, ORE brings organisations together to support a shared publishing infrastructure.
ORE exists because its funders share a vision: scholarly communication should be open, equitable, and shaped by the research community itself.
How ORE is funded
Today, 17 member organisations support ORE through an initial five-year partnership (2026-2030), ensuring that researchers can publish without barriers and that the platform remains independent and community-driven. The European Commission, permanent observer, contributes 60% of ORE's budget. ORE member organisations, including country-level and institutional-level members, collectively contribute the remaining 40%.

How ORE is operated
CERN serves as ORE's operator and host, providing the technical, operational, and administrative foundations of the platform. The ORE team handles day-to-day operation of the platform:
- Operational Manager: Agata Morka
- Editorial Coordinator: Stuart Beardsworth
- Production Manager: Anthony Finnerty
- Publishing Production Officer: Lena Ryzhova
- Communications Manager: Lorna Stokes
- Service Manager: Jack Henschel
ORE is built on Open Journals Systems (OJS), an open-source publishing infrastructure developed by the Public Knowledge Project. The features developed for ORE will be part of version 3.6 of PKP's software update, openly available for all to use.
OPERAS, Open scholarly communication in the European research area for social sciences and humanities, supports ORE community engagement and communications activities across Europe.
Suppliers support publication workflows, including pre-publication checks (provided by Compuscript), peer review management (provided by The Editorial Hub), and content preparation (provided by Compuscript).
The Librarian Advisory Group share experiences in their own libraries to enhance the functionality and sustainability of Open Research Europe.
The platform is further guided by an independent Scientific Advisory Board (SAB), which brings expertise from across disciplines and provides advice on scientific publishing matters as well as ORE’s long-term development.
