Abstract

This paper presents a radial collection grid optimization approach to support investment decisions into offshore wind power plants (OWPPs). The proposed methodology opportunely combines different optimization criteria and enables trading off cost with power capacity risk (PCR), which is defined as a cumulative power flow summation that reflects the consequences of cable failures. The method strives for a straightforward formulation and solving approach. We define the optimization problem as a mixed-integer linear programming formulation. To construct a relevant case-study, we consider an OWPP from the literature, and validate results via quasirandom Monte Carlo simulations. The numerical results reveal a strong correlation between the proposed PCR and the expected energy not supplied reliability index.

Plain Language Summary

As part of the planning of an offshore wind power plant, experts need to decide not only where to place the wind turbines, but also how exactly to interconnect them and bring power to the offshore substation. In other words, "Which cable should go from which turbine to which turbine? Should it go directly to the substation instead?". These decisions impact the development planning in different ways such as cost with equipment, cost with installation, and the level of reliability of the power plant in terms of the generated energy. This paper analyzes the trade-offs between cost and reliability since increasing one usually implies decreasing the other. In addition, this work proposes a new metric that seeks to simplify the way to address reliability when optimizing the interconnection cables, which is an important contribution given how complex this task generally is. For the reported case-study, the obtained results indicate that the proposed metric is capable of effectively addressing reliability despite its mathematical simplicity.
